KOER self test code 21 & 12

dumb question, why would I get a 21? Engine warmed up to @ 180, no other problems. I get the 21 and 12 and I haven't been able to get the idle lower than 800.Could use some advice, thanks

Clear the codes first and try it again when it's at full operating temp.

I did that, I ran it for a good 10-15 minutes. The gage seems to be accurate I've never had a problem with running hot.
