Looks kinda like some kind of a chain binder. Maybe repurposed to another use?

Yes 1st is a flip lock binder, or "chain binder", commonly used with pieces of chain. This one that has been modified with the eyelets and the blocks of wood.

Take the block of wood off, get the proper chain hooks and use it on your trailer.

The second device is a spring bar from a weight distributing hitch that looks like it's been made into a pry bar. The skinny end would have 2 holes that a U bolt and a piece of chain bolts into for the tension on the hitch. Both tools are something that has been re-purposed to meet another need. Yankee ingenuity at its finest.

^^^ this.

First is definitely a modified chain binder. I have a few of them in their original form. They work ok, but sometimes you need a cheater to get them over center.

Someone stole my idea! It is a chain binder with attached pieces of wood. I had a set I made just like that that I used on my camper tires for parking brakes when we camped. One piece of wood on top and the other on the bottom. Flip the binder handles down to lock and the camper was rock solid no matter how much the kids ran in and out. Cheap and worked well.

This sounds interesting. Would you have any pics? I'm not picturing it in my head but my wife and I will be in the market for another travel trailer within the next couple of years and I'd like to try it.

Sorry no pics. It takes a bit to get the locked length correct but it's easy enough. You place one of the wedge shaped pieces of wood on top of the tires in the gap between them. Slide the other end in between the bottom. There will be some slack when unlocked. The binder should be in between the tires. Lock the binder and viola! parking brakes. Good luck.

I get it, the blocks go between the tires top and bottom locking both at the same time.
