Need help ! Having a brain fart. Inner wheel bearing question

It's been a year since I took it apart and can't remember.
Does the inner wheel bearing get pressed on to the spindle 1st or does the bearing and hub seal get placed into the wheel hub and then everything gets snugged up once I tighten the spindle nuts ?
