passenger axle install

I am in the process of re-installing the new 4340 axles on my 1974. the passenger side seems to be hanging up on the outer "dust seal" that came on the axle. I am not sure what I need to do. I will post some pictures when I have the camera. Your help is apperciated. JP

Here are the pictures. It appears to be in as far as it will go. It is catching on the bottom and can't seem to get the outer spindle on easily.

I measured it and it appears to be a 32 longer. The dust shield on the new one is what is hanging up. The old one is missing its dust shield altogether. JP
