Power steering going over relief?

I just got my power steering gear box rebuilt and installed it the other day. I filled it fluid and bled it, the fluid level hasn't changed for awhile. With the wheels off the ground it turns freely but sounds like to pump is going over the relief valve with a whine. On the ground, it turns chunky and stops the pump when it hits a hard spot like the belt is loose but it isn't. Test driving down the road doesn't seem any different but I can still hear the pump whine. Nothing else should have changed besides getting the gear box rebuilt. Do I still have air trapped or is there something in the gear box that might have been put together wrong?

Try takeing your pitman arm off and move the wheel from stop to stop a few times. thats to make sure no air is in the pump but you have to have the pitman arm off todo it properly.
