Proper kick panel placement between the rockers??

Is the kick panel sheet metal supposed to be Between the inner (flat) rocker that's welded to the floor and the outer (rounded) rocker?
Right now my new kickpanel is "hiding" the outer rocker skin.
So I guess I'm asking, Should the position be (from the center on the truck)
1. inner rocker skin, 2. Kick panel, 3. outer rocker skin.
