An unfortunately common issue Brian. I would say contact whoever you got it from (even if it was us!) and see if you can get a replacement.
Sometimes a new delay valve that you screw into your existing housing will fix it, sometimes a whole new valve does the trick.
And sometimes it doesn't...
I have had the same thing happen to both of my builds with the new Prop Valves. Wild Horses sent me a new one right away. The other company sent me another bad one and it was like pulling teeth to get them to send me another. They were afraid it was going to leak also so I guess this is a very common problem.
