PS fluid level?

I just got my power steering box back from West Texas Offroad. They did a great job of rebuilding it for a very reasonable price. I have it all back together with the air bled out and it seems to be working well. What I need to know is how to check the fluid level. I have a Saginaw pump and the dipstick has a mark for hot and cold. Do I check the level with the pump running or with the engine shut down?

With the engine off otherwise it will be circulating around and you won't get an accurate measure.
