Speedo Cable Grommet / Washer

Can anyone help me identify what this round hard rubber (plastic?) washer is on my speedometer cable? It doesn’t seem to be large enough to go past the crimped ends on either side and it won’t fit between the cable and the bracket holding it to the frame. It is very hard and doesn’t appear to be a remnant of the soft rubber grommet that goes through the firewall

I'd move it to exactly where the cable touches the body, Thats all I got.

I did find a pic of a new speedo cable from DC that appears to show this between the firewall grommet and the cluster attachment point- so this indicates that it might sit in the cab? But still no indication of its function or purpose.
