Speedometer needle rests at 6 o'clock position

The needle in my speedometer comes to rest at the 6 o'clock position when the Bronco is not in motion. Any thoughts on how to fix this issue so the needle will come to rest at the 0mph mark? BTW, I have already lubricated the cable to address the "jumping" needle issue.

Here is a picture of the gauge that helps visualize whats is occurring with the needle.
