Speedometer rebuild question

I have taken my stock speedo/gauge cluster apart to begin rebuilding it.

I need some advice / direction regarding one problem I have with it. The round circular part that sits right above the odometer has been riding on the odometer and has rubbed the paint off of two of the number wheels and has worn down one end of the odometer "roll".

This picture shows the round piece I am talking about. It seems like it is the spring load for the speedometer needle and is on the shaft of the speedometer. Please not that this is not a picture of my speedo, thus the numbers aren't damaged.

Can this be fixed so that it sits above the odometer "roll" and doesn't damage the new odometer I will put in? If yes, how, what parts are needed and where can I find them?
