Should the steering stop bolts on the knuckles be welded in place or should I be able to adjust it?

Mine has a small spot weld on each bolt but I don't know if it is supposed to be like this.

On my 76 Dana44 I seem to remember a little tack weld on that bolt.

The nuts are tacked to the bolt. I just removed the whole thing and used new bolts and jam nuts.

I guess I am just a redneck hack. I fired up the MIG welder and put a little weld on the bolt head to bring it out.
