Water Pump Installation Problem

I need some help. I installed a new water pump on my '68 with a 289. After getting the pump installed I put the pulley and fan on and tightened them onto the pump. I tried to turn the fan without a belt on the pulley and it won't budge. The pump turns fine without the pulley and fan installed. Neither the pulley nor the fan is rubbing against anything. The pump just appears to bind when I tighten the fan onto the end.

Anyone seen anything like this before?

Thats my guess too

did you buy new bolts or change anything else??
