Where should the Windshield Wiper cable be run?

I recently had some rust removal done around windshield and upper-cowl.... but when I got the truck back the wiper cable cable that connects the dash to the wiper motor seems to be hanging out in the door jam area. Curious if anyone knows where this cable is supposed to be run, has a picture of where this cable should actually be?

There is a hole in the lower lip of windshield frame and a matching hole in the cowl, (about 2" to the right in your photo, only to be seen with the windshield frame flipped down) this is where the wires "thread" through to the dash, leaving them where they are will only pinch them eventually and could start a fire...
Were they always there? Thats not correct......

OK got it, that makes sense. yeah so when they replaced the cowl they must not have re-threaded the wire through and now the windshield has been welded back into place. bummer.

So its welded down, no hinge? How would you get the dash out if you needed to?
