Windshield Hinge Seal - Missing Cutouts?

I ordered a windshield hinge seal from Tom's (http://www.tomsbroncoparts.com/product/windshield-hinge-seal-new) and I just realized that it doesn't have any holes for the bolts and vacuum hose. Am I supposed to cut the holes myself or just lay it over the bolts that are there?

Do you know if anyone makes an OEM seal that already has the holes cut out? Is this another one of those 66 specific things? :cool:

I would say 1966 specific. I just pull one off a 76 that has the spot welds that looks just like the one that you have.
