The ones the vendors sell have a sleeve with washers as big as the bushing. I use an impact wrench and let it grunt. Never had a problem.

Factory was 45-55 lbs, then whatever it takes to align the cotter pin hole with the castle nut.

That design used a sleeve too, but I don't remember if it was oriented in such a way as to limit the compression of the bushings.
