Any ideas on how to seal this up if you're not using a speedo cable?

I find a plastic caplug that fits in the hole, insert with some RTV, and retain it with a bolt and flat washer in the cable retainer hole.

Both suggestions given sound good - you could also use an expansion plug. Basically a rubber plug with a hex head nut on top... as you tighten the nut, the mechanism inside squeezes the rubber forcing it outward toward the hole bore. They come in a variety of sizes. Watch the material though, you'll want an oil resistant rubber like NBR (AKA Nitrile or Buna N)

Hi, I would measure the hole with my digital caliper and see if a freeze out plug is available. I use Indian Head gasket shellac on my freeze out plugs. Good luck

Junkyard factory ford speedometer plug. Used when speedometers were going to all electronic but before the speedo cable hole was universally deleted. I think I got one off a 2WD late 90's Explorer. Plastic plug with an O-ring. Just bolts in, completely reversible with no side effects later if you ever need a speed sensor again.
