So far I've used penetrating oil for multiple days it's severely stripped I used the vise grips welded more bulk to the bolt and tried bolt extractors and it's game over.... How do I get the back plate off and where do I find a replacement ? I removed the brake hardware do I need to remove the wheel lock device? And somehow remove axle?

Front brake bleeder. OK disk or drum? I will say drum. F the bleeder and go get a new wheel cylinder. Install it and your good to go. yes you will need to take the drum off to do this. The studs are pressed thru the drum so you will need to take the hub off too. Good time to do the wheel bearings.
