Important: This only happens when I fuel the tank. There is also a leak on the (side/front) auxiliary tank filler neck, the replacement part for which I have already purchased. Need to get this replaced! But need to know what it's called so I can buy the part. Help! Thanks 8-)

So, I bought my truck with the fenders drilled full of holes. Apparently once upon a time she had flares, but they were then removed (pictures below). Now, if I'm going to put a new set on, what steps do you recommend I take to prepare? Surely I won't need to buy four new fender panels, right...
