Brakes - whats going on?

I am pretty green when it comes to the brake system, and therefore confused by a couple missing connections under my truck. I have checked the diagrams, but still not sure.

First is these unconnected fittings on the back of the drums...is this normal?

Second is some type of junction that has a broken hose - but does not seem to be effecting brake performance or leaking fluid? The diagrams only show one hose connecting to this junction with the two lines - what is this misc. 2nd hose for?

the one on back of brake backing plate is the bleeder no connection needed.hose hanging down goes to junction block where brake lines attach.it is a axle vent.put it back it will keep water out of axle.it is just a vent.
