Carb flooding out! Wet Float Level or Mixture Screws?

What should the wet float level be on a 2100 carb?

Mine is a bit over half the bowl is full? About 1 11/32"

I started with the screws out 1 1/2 turns but it is flooding. I need to hold the top flapper open and hold the throttle wide open to get it to start.

Where should i start?

I think its more of a mixture issue now. Ill try some fine tuning. I have another thread on that!%)
