Code 542 - Fuel pump circuit failure

I have a 95 GT motor in my Bronco and I got a 542 code. I checked the voltage at pin 11 of the ccrm and it was 11.85v (12v at the battery). When I probe pin 5 of the ccrm and turn the key on I initially get 11.85v, I hear the solenoid click and the voltage drops to 10.35v. Would this indicate a bad relay?
