After repairing the floor treat it with something like Rust Bullet or KBS RustSeal or POR15

To test whether the panel needs replaced try pushing a screwdriver through it with moderate pressure, if it goes through replace it.

Those mats are notorious for trapping moisture. I have a very well maintained '67 I purchased from the original owner. Garage kept for much of its life and has been in CA since new. The one and only rust spot that has ever appeared on it is in the driver floor pan seam at the firewall. It's because of the moisture trapped by that mat.

The fresh vents in the hood have drain plugs that exit at the fire wall. These tend to fill up with debris. Once plugged up,water is forced into the cab and down on to the floor. You might check those drain holes for blockage.

In two of my Broncos the full width rubber mat held water and rusted the floor at the seam Justin described. The '68 was always in Tucson, so the rust is only on the surface. I would never install another one in an EB. Water can't evaporate once it gets under the mat and there's nothing to stop water coming in from all sides.

Love the look, but unless a vehicle is waterproof (ha!), they are a moisture trap and a rust accelerator. OEM pad rusted the floors in my F100. No way would I install one in my Bronco.
