Arm rests can be tough to find.
Every eb I have seen has the threaded bungs welded into the floor board behind the back seat.
If no seat was ever there those holes may be covered but can be exposed by popping the covers off from underneath.
I got my rear seatbelts from WH for around $40 bucks.

"May" not have them since it is a '66. They are often extra unique.

I am assuming seat was there originally since there is one now, but not sure. I did look under it and can not see any other holes.

I have seen them for sale, some of the vendors offer them, I have also seen them on ebay. For a temp just use some of those foam noodles or pipe insulation.

I don't believe '66 rears had belts, at least mine didn't. I think they thought of them as bus seats, that's about how comfy they are;D If you plan on putting them in, be sure to give them some good support, don't just bolt them to the floor pan.
