Dash pad install

I ordered my dash pad but is not here yet .Looking at my 74 and the pad on finished broncos I am wondering how it is installed. I see the screws across the bottom , No problem there .It is the holes across the top of my dash that I don’t understand how to access screws in those holes. Do you have to screw the top screws in from the back side?What am I missing?

Ugh - hate to inform you... requires lowering the windshield - which requires semi-removing the top (in the least).

Or do like me and just not use a dash pad. I figure I’ll save time AND aggravation this way.
