Did the stock lap seat belt remain the same throughout the 66-77 production years?

Nope. Early years had both sides just bolted to the floor. At some point, the male end was put into a retracting mechanism. Additionally, special decor models had colored seat belts to match the interior color.

Early (66-67 not sure if later) buckles are different too.

Colored plastic mount covers were on Explorers and Rangers, can't recall for sure offhand on webbing or if this applied to Special Decor which was mostly an exterior package.

What I was thinking...

Special Decor would come with white(parchment) interior. Did all the Bronco come with "Black Webbing?" So Ranger and Explorer had colored matching plastic mount covers along with seat hinge covers. By 71/72 Would all the base Explorer and rangers models have the retractable style seat belts? Looks like the retractable are longer than the adjustable early style belts. Thanks, Pete.

All our other Rangers have had black webbing and my blue and orange 76 Explorers had black webbing as I recall, but those were pulled years ago for a 5 point harness in the orange one and I sold the blue project a few months ago.

My buddy has a 77 Special Decor and they are black too as I recall, so I'm drawing a blank on which would have had color matched webbing that Justin is referring to? Maybe mid production (73-75)? Possibly some of the earlier year red or blue Explorers?

I believe all 71-72 would have retractable belts, but I'm not positive since I'm not sure I've ever had one of those years.

Most of the 40-50 Broncos we've had were 76-77 with a few 66-67 and just a few of all other years in between.

Both '72 Explorers my friend's owned had light colored retractable belts. I would not call them parchment, but more of a tan-ish color maybe?
I have the ones from the Tan colored '72 in my Bronco in fact, so next time I see them I'll shoot a pic.
My original '71's are in a box somewhere and I'm pretty sure they were black and retractable.
