I have a'67 and I am looking for either a source that makes reproduction early "square end" bumpers, or a company that can refurbish my existing one that my late grandfather cut holes into for towing. The best price for that I found so far is about $900 and I was hoping to find a cheaper rechroming place.

How big are the holes, and where are they?
Are they small enough that you could simply put some carriage bolts in them? That way you just see the round head and it would be like the factory did it on later bumpers.

Those straight cut end bumpers were only only 66 and 67, no reproductions have ever been made. Refurbishing and chrome work is extremely expensive.
