My question first, related info after:
I'm going to have to delete PATS like everyone else did instead of chasing all this down. I know @EFI Guy is retired so my question is: Can I just buy a PATS turned off PCM from eBay for $200 that matches my original PCM model number, slap it in and be done with it?

I reworked the 1998.5 explorer harness and kept as much of the electronics as I could for engine run test while the body is still off the chassis. I am using the original steering column, PATS module, ignition switch key and lock cylinder (column is on a cart and connected into the wiring harness).
I have one original key marked "S" and the PATS transceiver and kept it all wired up. PCM is original. Connected a new battery, crossed my fingers, turned the ignition and bam...the fast flashing "theft" light on the dash. Waited and got the 1 blink / 6 blink pattern. I can hear a relay clicking in the battery junction box (it's the PCM power relay) but everything is immobilized. I tried connecting a Bluetooth scan module to the ODB2 port and I think that is also locked out.
Transmission range switch is in Park (all the way back).
I bypassed the inertia fuel switch (I did not install a new one) with a wire jumper in the connecter between the 2 pins - no luck nor can I hear the fuel pump running.
Not sure what to do with the brake pedal position switch - could that be an issue? It's not an issue.
