I think you'd be putting a hat on a pig. The stock bumper doesn't have much meat to it, and you'd have to weld in a mounting bracket on the backside. Cutting the hole without destroying the chrome finish will prove difficult as well. Hole saws will eat it up, a plasma cutter might work, but the heat could distort the finish as well. Water cutting may work, but I honestly don't know of that many folks that do it.
I built brakets for my KC lights out of angle iron, and mounted them through the holes where the bumperettes were. It'll do until I get around to a proper bumper. I don't know how many more times I can hammer mine out straight after I bend it on a rock or tree...
