Drain the tank, remove the sender, let the surfaces dry off thoroughly, either bake the O-ring in a toaster oven at its lowest temperature or leave it out in the sun for a while (to evaporate all the gasoline out of the rubber so it shrinks down to the correct size), and then very carefully glue the O-ring to the tank with something fuelproof. I prefer RightStuff, and it worked for me in this application.

Is it leaking between the tank and the flange or around the rubber seal under the locking ring?

The O-rings can be difficult to get centered on the tank flange.
I recommend a new rubber seal first off.
I had to bend the lock ring tabs a little to get it to fit snug. I don't have a tool that fits the lock ring so I tap each lock ring tab with a screwdriver or wedge the screwdriver against two tab and turn each position gradually and evenly. Watch for it to stay centered on the flange. If it walks to one side your seal is out of position. you wont know if it sealed until you fill it up. Do it again and again. It will seal.
