High beam switch on the floor, controlled by your left foot. Should have power to the center wire and switch between the 2 outers for low and high beam.
Also make sure the ground wire at the lights is properly grounded. Usually is the ground is bad, the lights are dim. Also, are you checking power at the harness plugging into the headlight? Also no floaties in the headlight??
Otherwise, a little kerosene will make 'em burn.
