Help-Loose "cap" or is that normal

I was under my Bronco today trying to clean it up a little bit and when I started to wipe this area down ontop of the transfercase I heard a "rattle" and noticed the piece moves. Is this part supposed to be loose and move?

Transfer case vent. And yes it’s supposed to be loose.

But those are not loose fitting dust caps, lengths of rubber hose up to the frame level, if they have not rotted off yet.
