I don't know that Fords take any more CCA's than anybody else. And if they do it can't be all that much.
So you're saying that the starter makes a different noise than when you first bought it? And the second one makes the same noise?
Do you perhaps have a later-model gear-reduction starter?
What year is your Bronco and what engine is in it? EFI conversion or original type?
When exactly did this start? Before or after the lifter replacements?
To do the lifters, you took the distributor out, right? Like Flash69 said, if you had it out it's very possible that it's not timed right. Happens all the time.
Same thing for getting the spark plug wires mixed up. Did you remove the wires too? I assume yes, since you probably had the heads off too.
Ford 302/5.0's came with 2 different firing orders over the years. Did yours go back on the way they came off?
If it's engaging the engine and turning it over, then you have another issue as well. No matter what sound it's making, if your engine isn't starting then either it's not turning fast enough (not too likely), or you're not getting any fuel or spark.
I know you said "winding", but just what does that sound like? I've never heard that description before, so I want to make sure I know what you're saying. Is it making a rough grinding sound? Uneven sound? Something else.
Sorry to make you go through this, but it might help.
And for now, forget about the starter and check for spark. As long as it's turning the engine over, it's at least partially working. So move on to find out why your engine is not firing.
Have you tested for spark? Have you looked inside the distributor when the starter is turning to verify that the distributor is turning?
Just a few more things to think about.
