Help with C4 band adjustment

Tried to adjust the intermediate band on my C4, backed off the nut but can't budge the thread adjuster. It's tight and didn't want to force it and mess something up. Is this normal? I just thought it would be easy to turn once the back up nut was loosened. Should it be that hard to turn?

Maybe someone glued them to stop leaks, try some penetrating oil.
