So my whole floor is covered with bedliner and I have rust coming through so who knows what I will find but.... If this project does turn out to be simple I need some advice.

I have a dime sized hole about 4 inches above the new replaced floor Pan (done by previous owner). I would like to get a little metal from Lowes and patch it using a 3M Adhesive. Is this possible? I so, please advise me on how to do this.

1. Remove bedliner with 4 1/2 inch grinder with twisted wire disc.
2. Grind down and remove all rust around hole.
3. Cut patch to cover hole
4. Apply adhesive to patch.
5. Cover hole.

Am I missing anything? Surely I am. Idont want rust to form under the patch and I'll probably new pressure to the patch somehow. If I need sealer, what kind? Anyone have suggestion for adhesive?

The adhesive works well, but both surfaces need to be very clean. You also ned to clamp the parts together. If the rust is localize and you are going to paint anyway i'd recommend welding the patch back in. It will hold better. We did the pans in my truck with adhesive and it worked great but not really sure how a small patch will work out.

If your not going to weld in a new patch then just put a bolt in it and paint it the same color. it will just look like it belongs there. If your rebedlining it then put a piece of duct tape on the back side and bedline the front. If you put a piece of plastic bag behind the hole and duct tape over that when you pull the tape it wont stick and tear the bedliner. You can also go to the hardware store and purchase a plastic or metal plug to pop in the hole. Orchard supply hardware has the best on the shelf selection on this type of stuff.
You could clean the metal well and solder a copper penny over or behind it. Usea real copper penny though none of that worthless new crap. If it were me I wold hold a piece of copper behind the hole and mig weld the hole. that way you fill the hole with new metal and the weld doesnt stick to copper.

I think the E Cable was more to the left and a little higher but it's been a while since I removed it. I will have one but I had to relocate it due to the cage that is not shown in the picture.
