You can use a bolt and washer to help hold the axle shaft aginst the back of the spindle, it's quite common in the EB world. Most people just leave it off.
That snap ring helps hold the axle shaft aginst the spindle to help keep mud out of the spindle bearing. I've never seen a spindle bearing without mud in it so I just started leaving them off. The easier mud can get in, the easier I can wash it out.
