Motorcraft 2150: metering rods get stuck at WOT

I have a motorcraft 2150 carb, I took it apart, cleaned everything and put in a rebuild kit. Problem: the metering rods get stuck in the "up" position after putting the throttle wide open. They snap down when I poke them with my finger after. It also did it before the rebuild. Also my spare parts carb has the same problem.

Is this something that happens because of worn out parts or do I need to lube it?

The metering rods are different than on other carbs, they are reverse tapered like two dangling baseball bats, and they let air bleed in with the fuel

What year model is that fiscus? I've seen things like that in carbs, but not in a 2100 before. Maybe a Canadian model only kind of thing?
What does it act like when they're stuck up?
Is that orange-ish looking color some rust? Or is it just a trick of the light?

As for a fix, they do look a little dirty still. Have you sprayed any pivoting mechanisms with WD-40 or other lubricant after cleaning? Often after using solvents to clean things, especially if they're old or worn, they tend to stick sometimes.
I always had that issue with the choke mechanisms after even a simple cleaning. A little spray lube did wonders.
Just today I cleaned an '83 model Motorcraft 2bbl carb and, even though the choke would rotate decently, a little WD-40 and it was a night-and-day difference.
