Sounds like your low clutches are slipping, that has nothing to do with your third gear rpm. I think thats where your rpm should be and a new t.c. isnt gonna make any change.
All automatic transmissions have some torque convertor slip, unless they are designed with a lock up torque convertor, like the 4r70W. Its completely normal for auto trannys to have a slightly higher rpm at highway speeds vs stick.
