please help! won't shift

i just rebuilt my transfer case and everything seemed fine until i try to shift into 4 low. the shifter wont go forward to engage 4 low. it feels bound up, did i do something wrong? this is my first rebuild.

Not too much to mess up in the Tcase. What type is it, T or J? If it's a J you could have the pill in the wrong hole or could be just the crappy J shifter.
