Shifter fork shaft

I am currently rebuilding my orginal 3 spd (RAT) and have hit a wall. The lower shifter fork shaft will not come out. It will move about 2 inches in ech direction and then just refuses to move. Taken a punch to both sides and still can't budge it. Any insight into what is hanging up? The shifter fork hex screw is all the way out.
