So i had taken my instrument cluster apart for cleaning and freshening up.. my kid playing next to me decides to take one of those small card-board tubes off the table and crushes it! was wondering if someone has any ideas for a replacement?
There's nothing special about them - they're just something that blocks light & can tolerate the temperature of the bulb. You could cut strips of Aluminum can, and coil them into tubes. Or glue strips of heavy paper into tubes (which is exactly how the originals were made).

You need to tell him he is holding the flashlight wrong! But honestly, they are just there to funnel the light for the lamps. Like Steve83 said, you could make and easy, cheap knockoff to replace it.
