Steering shaft vertical play

What am I missing here? I have 1" or more of vertical play at the steering wheel. Is there a clamp that goes above the rag joint before the firewall boot?

1976 with Power steering.

The clamp is not a normal part for the 76. On a 76 there are a couple snap rings at the top of the steering shaft close to where the wheel bolts on.
See video. If you want to go right to the spot the snap ring is mentioned it's at about 6:40.

I was pretty sure I put that snap ring on but it may have come off. I didn't have the exact size.
