Well I wouldnt classify him as a "Hero" of that time. The man has definitely stepped up his game and done a lot for vets, spouses etc. since then. I think he is trying to do what is right an setting good examples with his actions today. If his bronco was done in a military style, I think that is meant as a tribute to the men and women of our armed forces and that would be awesome,it certainly would not reflect on Ted for dodging then. He admitted his wrong and is doing it right 100 fold.
