Whining noise in 2H but not when it was in 4H

I have a 73 with a 302 and C-4. Had it in 4H for a while then when I put it back to 2H I got a whining noise. Not sure where it is coming from.

Thanks Randy..They are set to "unlocked" but not sure if they actually are. The drivers side hub doesn't seem like it is doing much when I turn it to unlock.

If in two wheel drive turn your front drive shaft by hand it should spin and you should see one or both of the front axles spinning look at the u joints ,, lock the hubs and repeat it will probbable rotate a little then lock up axle wont turn ,, or jack front up and spin wheel and watch axle ,,, it is fully in 2H ?
