This looks like two roll bars,
He or she thought that two would be stronger than one They are just flipped
backwards. HAGD

At first I thought it was because it was built to fit a half cab. But, no dice after seeing the lower section. I would guess that he had a bikini top that wrapped around the first bar, or maybe he thought that he could make a half cab fit.

Think I should just cut grind off the remains of the bar and weld in new ones?

Its not a huge concern right now, since there is no engine installed and the opportunity for flipping the vehicle is almost non-existent.

Because he had a hacksaw but didn't have a welder ;D . That rollbar probably came out of something else and he had to cut it to make it fit but maybe he didn't have a way to put it back together. He could have at least run a couple of big hose clamps around those bars :)

My guess is that he got a used roll bar off something else, cut out the center and then quickly fabbed up the rest. Since the cuts are not in his way, and it required a bit of effort to get a grinder in there and clean it up, he just let it. Maybe he didn’t want to damage the roll bar wrap with the grinder?
