Removing rollers from PTO winch bumper

Wanted a sturdy winch bumper for a 1971 project and had an old PTO bumper from a '66 U13.

Removed the old '66 PTO winch and added steel where the old winch was and made a plate so the top of bumper is flat.

Got a warn 10-s with synthetic rope.

Problem is the upper horizontal roller is in the way of the new winch line.
No bolts or snap rings visible. Is there a way to remove it without cutting it off?

The vertical and lower horizontal rollers are well out of the way.
Any ideas are appreciated.
