I’ve seen similar withe the o ring seal were ok BUT after about 6-7 years with limited use on a customers vehicle they were leaking and made quite a mess , I think a copper sealing ring works better .

If not welding cracks , would shape / trim up reinforcement plate to your liking, either paint to match or back ? And use panel bond during assembly .

Does your starter high current wire run through that fuse it should not,,, starter inrush current can exceed 1600 amps ,,(a Honda 4 cylinder can exceed. 1500 amps ) ,, that fuse is a quick blow ,, I have yet to see any oe vehicle fuse the starter high current cable .. ??

the picture maybe decieving but looking at the inside of wheel cylinder with the red circle ... looks like the rubber cup is installed backwards , and was there a spring installed between the rubber cups ?

Generaly 13-16 in lbs on new bearings and on used 6-8 ,,,,, don;t see the need to change ,, if no issues
