Bronco won't start - need advice!

I pulled the heads off on Saturday. The gaskets look good but it is evident water was leaking because when I flipped the heads over I can see rust on a few of the valves. It does appear that the engine was worked on at one time as it is bored .30 over as evident on the pistons. I did notice when I removed the cylinder head on the driver side the two bolts towards the rear of the motor did not take as much effort to remove. I am going to clean the heads up real good and reinstall. Do I need to get new bolts for this? At one time I thought I remembered reading that you need to get new bolts everytime you remove the cylinder heads.
