If I have to read it 4 times to try to figure out what you are trying to say, by the time i'm finished i've formed an opinion and it ain't warm and fuzzy. A lot of the problem is your explanation and lack of punctuation. You are wanting to build an 18 to 20 mile private off-road club designed for races and general club use. It will have lots of heavy drop offs with an uphill/downhill MX track.

Second part I have no idea what you mean. It might mean that it will be an incorporated race track with some very difficult climbing hills?

It's written in some kinda code that many of us don't understand. Why would anyone want to be on some kind of race course with impossible hill climbs? Or going top speed over 120 mph and finding just ahead is a 90 ft drop off? You've got a big dream about a big race complex which needs to be condensed into a workable plan.

You should talk with the Texas Off Road Racing (TORRA) and Baja Racing of Texas (BRT) folks to get some guidance on Baja style tracks. It would suck to put that effort into a track that foes not work. They have created several in Texas, and always looking for new tracks.
