Not sure. Some have a tiny slotted screw in the cover just above it also, not sure what that was for either lol.

There was probably a last minute issue with the amount of oil that would be best in the front axle. Without getting the front covers remade with the new oil level, put in a street 90 and you get that little extra oil level. All those existing front covers can be used. Buys them a year to get things corrected before '67. New contract with Dana, this time move the fill hole up a little bit and don't need the elbow for the little extra level.
